SUBJECT: Cannot view layers beneath top layer
That sounds normal. If you want to see lower levels for editing, turn off the "eye" for layers above them. However, in the end, if you want to see both upper and lower levels, you must create areas of transparency in the upper layers. The transparent areas will allow lower layers to be seen. Although the transparency does not need to be 100%, there is no reason to have lower levels without it.
