I have done something similar with surf and foam among the rocks in the pic here:

And it was tough, I can tell you! I made a grayscale map in Paint Shop Pro using the airbrush with a very dark gray to paint "splotches" and then I used that as the basis for a couple of terrains and floated them on the water surface. I textured these with volumetric cloud material. Then I placed about 8 large spheres around the area, two-thirds submerged, and filled those with the same volumetric cloud material. The whole area still required some touch up work with the smudge brush after the rendering was finished. Hope that helps. There isn't much info out there about how to do this - I looked and looked.
