SUBJECT: Break point in double layer DVD burn

I've been using Encore 1.5 successfully on single layer DVD burns for a couple of years, preparing master DVDs for commercial replication. Now I have a longer project that requires a double-layer DVD. I have three program segments of 45 minutes each. Is there a way in Encore to assign the program segment to different layers so I can put two on one layer and the third on the second layer? My goal is to avoid having the player switch between layers during a program segment to avoid any freeze or hesitation during playback.
If this is not possible in Encore 1.5, is it a feature of the newer version in the Adobe CS3 production suite?
