On Vista, if you go into:

C:\Users\\AppData\Local\Sony\ACID Pro\7.0

there is a file called, "acidpro.plugincache.xml". Delete it and your plug-in cache should be rebuilt the next time you start ACID. (You'll have to add the location of any custom folder that contained plug-ins again though.)

Note, of course, this deals with ACID Pro and Vista.
