There is no text add on package that you can buy for Vegas 6 (or later versions either, for that matter).
A lot of us use Photoshop for creating text that can be imported in (save in PNG format to keep the alpha channel).
If you know how to use it, After Effects is a great text creation tool.

For animated themes, take a look at the various Editor's Themekit sports packages from Digital Juice.
Each one is only $50 so that shouldn't break the bank :)
