SUBJECT: Help choosing new system

I have been looking around and have had numerous people tell me different things.
One gentleman from a computer company told me to purchase a Dell T5400 with dual Xeon processors and 8GB ram and said nothing would beat the speed for video editing and it would be a great price.
Another fellow told me he works on one of these systems at work and when rendering it slows way down.
Then I was told to go with new Ivy Bridge equipment as it has faster ram and the cpu and mother board design provide a much higher throughput compared to the older T5400.
The original guy with the T5400 told me that fast drives are more important than cpu throughput.
So I am seeking some advice. Older T5400 with fast drives? Newer Ivy bridge with fast drives?
I will be running win7 ultimate and vegas 11. Budget around $1000 +/-. This budget is just for the computer with cpu, ram and video card.
Any video card recommendations also appreciated.
